How people could get their hands on all the bases: - via trickery: Grian or Etho. One is always trying to start a war and the other one is very shad-e - via laws: Scar, who will confiscate the deeds under the guise of being mayor and thus he should look after the deeds or whatever. JoeHills, who will steal everyones deeds while convincing everyone that their deeds have been eaten by dogs - via games: Mumbo and his Hermit challenges! (need I say more?) or Cleo, who just needs to start another Head Games and distract everyone from the true goal I've ran out of ideas lol
